Coordination of information on fiber optic communication lines (hereinafter referred to as FOCL) has been carried out by the NTEC since the entry into force of Resolution of the Council of Ministers of the Republic of Belarus dated April 29, 2010 No. 648. Coordination with the NTEC was carried out on paper. This approach to organizing activities had disadvantages typical of any non-automated activity:
- storing information about approval in a separate form on the personal computer of each of the employees involved in this activity;
- the composition and format for storing this information varies depending on the specifics of the activity of a particular employee;
- lack of visible public access to this information;
- high labor intensity in generating statistical and analytical reporting;
- lack of a centralized database;
- low efficiency of employees; high probability of technical errors.
The solution to the assigned tasks was carried out through the creation of a database of fiber optic communication lines (hereinafter referred to as the Database), which was created in accordance with Decree of the President of the Republic of Belarus dated April 4, 2013 No. 157. Additionally, a Regulation on the procedure for operating the database was developed and approved.
By Resolution of the Council of Ministers of the Republic of Belarus dated October 4, 2013 No. 883, changes were made to the current Resolution of the Council of Ministers of the Republic of Belarus dated April 29, 2010 No. 648, according to which the Executive Committees must send information for approval to the NTEC in electronic form.
These changes and additions to the regulatory framework made it possible to significantly optimize the business approval process. Information about fiber-optic communication lines being designed and put into operation is entered into the Database by the Executive Committees when they are sent to the NTEC for approval of information about fiber-optic lines received from customers through the Database terminal. Accordingly, NTEC has the opportunity to review information immediately after it is entered into the Database by responsible persons of executive committees or other subjects of information relations (owners of communication lines).
Changes to information about the availability of free and leased fibers in fiber optic communication lines are carried out only by the owners of these communication lines. Thus, information about the number of free fibers is always up to date.
