Visit of the delegation from the Cybersecurity Center of Uzbekistan to NTEC

05 December 2025

A significant step in strengthening international cybersecurity cooperation was the recent visit of a delegation from the State Unitary Enterprise "Cybersecurity Center" (CSEC) to the National Traffic Exchange Center (NTEC). This first official visit by the Uzbek colleagues underscores the growing interest of both sides in exchanging experience and best practices in countering cyber threats.

For the Uzbek colleagues, NTEC leadership conducted a presentation of the cybersecurity center, as well as the enterprise's developments, including the CyberRing cyber polygon – a virtual IT infrastructure designed for cybersecurity drills and skill assessments of the participants, and the NTechnology SIEM information security event monitoring system. These tools not only allow for training specialists but also ensure a high level of information protection.

As part of the visit, a Memorandum of Understanding in the field of cybersecurity was signed.

The signing of the memorandum became an important stage in the development of bilateral cooperation. The Director of the Cybersecurity Center, Olizhmon Mirzayev, noted that Belarus's experience in the field of cyber defense is of significant interest to Uzbekistan. In particular, he drew attention to the deep traffic analysis system (DPI) being implemented at the enterprise and the developed SIEM system for monitoring cybersecurity incidents. Studying the experience of developing such solutions could play a key role in raising the level of information protection in Uzbekistan. The invitation from NTEC Director Alexey Tsymbalov for a team from Uzbekistan to participate in international cyber drill planned for early 2026 in Belarus was positively received. Joint exercises will allow specialists from the CIS countries to work out practical skills and increase readiness to respond to cyber incidents.

The visit program included a presentation of the NTEC's International Education Center "ROZUM". The Uzbek colleagues showed interest in professional development programs for cybersecurity specialists, the specifics of organizing the learning process, working with instructors, and assessing the competencies of trainees, highlighting the importance of the educational component in the cybersecurity system.

At the end of their stay in the Republic of Belarus, the Uzbek delegation visited the Belarusian State Museum of the History of the Great Patriotic War. This event contributed to strengthening cultural ties between the countries and broadening mutual understanding.

In the context of growing cyber threats and the need to protect critical infrastructure, such initiatives help strengthen the positions of CIS countries in the international arena in the field of cyber defense. Joint efforts and the exchange of experience will not only increase the level of security but also create effective mechanisms for responding to modern challenges in the field of information technology.
